Quad Com - phone is: 847-428-8784 Did you know that Carpentersville's has a Pet Management site.  You provide your pet details, they will add it to their database.  This way if your pet would get lost and someone calls it into the police department they will know exactly where to bring your adorable pet home to. 

Do you know if I can park on the street overnight?

Why do we have all of these rules?
The original Declarations of Covenants and Restrictions, along with Amendments 1 through 6 were established by the developer for two primary reasons: First, to establish the Homeowners Association to care for the common elements of the community and to ensure the architectural consistency of the community.  Second, most municipalities, including Carpentersville, mandate the creation of a HOA for all “large scale” residential developments - specifically to manage and maintain the common elements.

Why aren’t the rules being enforced?
The rules are being enforced, but any formal action taken by the HOA to enforce the Covenants is done in confidence and is an issue between the HOA and that specific homeowner. 

Formal, written complaints will be kept in the strictest confidence.  However, in the event a complaint, written or otherwise, was to proceed to legal action – any witness (including the original complainant) could be called as a witness, independent of the HOA Board or Property Manager.
Garbage Service Reminders
  • The yard waste collection program through Groot resumed last week. All yard waste must be placed in biodegradable paper bags, which must not exceed 33 gallons in size and 50 pounds in weight. Residents may request a separate yard waste cart for a seasonal fee and a one-time drop-off charge by calling Groot at (847) 429-7370.

Acceptable yard waste:

  • Grass clippings and leaves
  • Branches and brush
  • Planting materials: garden plants, flowers, weeds, vines, bark pieces, pine cones, etc.

Unacceptable materials (treated as garbage):

  • Garden vegetables and fruit (may be compostable)
  • Tree trunks, stumps, and large limbs
  • Fence posts, railroad ties, firewood, and other wood objects
  • Sod, earth, and rocks
Bulk Items
  • Each Residence cna place up to one bulk item, suc as a sofa, chair or table, for collection on regularly scheduled collection days at no extra charge.  However, if you have more than one, then a refuse sticker is needed and can be  purchased at the village hall or currency exhange. This holds true for white goods/applicances as well.
Lawn Care
  • Per the state of Illinois.  An Association shall not prohibit any resident or owner from planting or growing Illinois native species on the resident's or owner's lawn so long as the area is maintained predominantly free of weeds, invasive species, and trash, and vegetation does not extend over or onto neighboring properties, public or common areas.  If you feel that your neighbors yard is not being kept and is endangering you contact the Village of Carpentersville.

Pond Maintenance -- The Association has contracted with Aquatic Ecosytems Management to maintain the ponds throughout the neighborhood. This is an on-going maintenance contract, and they have already begun with cattail removal, shoreline clearing and initial pond treatments.

Tree Replacement Project: 

Updates - May 2018 Tree Replacement-- Our tree replacement project has concluded. The Public Works manager and the village arborist will now be evaluating all parkway trees to determine the replacement. If you think your parkway tree(s) needs replacing, please contact the village's Public Works Department at (847) 836-2464. 

Trees with orange ribbons: The HOA management company (Rage Property Management) requested the village assess some of the trees planted by the HOA, which were thought to be dead due to frost cracking back in 2013. Orange ribbons were placed on these trees strictly for an inventory and assessment period. Since the trees survived, the oranges ribbons can be removed and the trees mulched / cared for as any other parkway tree. 

Starting in 2012 we lost 325 ash trees over 18 months period.  

As we discussed at the last three HOA meetings, due to the village’s lack of funds, the HOA is replacing parkway trees which were removed due to the EAB (Emerald Ash Borer).   Had the HOA not funded this project, we could have expected to wait at least 7-10 years for the village to replace the trees.

Our project must meet all development standards regarding the size, placement, and variety of trees.  We have contracted the Acres Group to procure and plant the trees, which should take 10-14 days.  They will be installing four different varieties of trees.  Once installation is complete, our normal landscaping company (Boncosky Landscaping) will be mulching each tree.  

Based on the guidance from the village, we are ensuring a variety of species throughout the development, and do not intend to plant the same species in sections (or) in-a-row.  This should protect us in the event another disease or pest kills a specific variety of tree.
